 Marketplace health insurance for parents whose green card approval process is pending

Almost 15 months since application for green card sent for parents and it is still pending; it has taken such a long time ; however, they have received work authorization permit and ssn; but income negligible;

would it be a good idea to apply for their health insurance through marketplace (affordable care act) ,or wait until GC is approved. Has anyone (legal residents with minimal income, gc pending) received approval for marketplace insurance?

Any helpful thoughts would be appreciated. THis is very urgent as the deadline for market place insurance is looming (15 January last day) and this would be helpful for all the people from Nepal whose Green card is pending...

esp
- would it hurt green card approval process ?
- is it possible to get approved for health insurance through marketplace in this scenario?
- what other health insurance options are available or better compared to marketplace?

You can actually apply for marketplace but I suggest not to apply for advanced tax credit because their GC is still in process. They will get tax credit anyway during tax filing  so there is no loss. It should not hurt their gc process as healthcare is basic need. In fact, with recent law they can not even deny GC application even if they take advanced tax credit. Marketplace is state program not the federal program.

Marketplace will ask the immigration document and I think EAD should be sufficient. Also you should not worry about deadline because those deadline is applicable for only those who already has gc or citizenship. If they get gc, let's say in July, then it is considered "Life Changing event" and in that case they can apply at that time.

Other options are medicaid but they are not qualified because they have to complete 5 years here in US with GC. If you really need to take them to clinic, you can take them to community clinic which will treat them almost free. Hope it helps.
