The visa application for my retired dad was rejected because they thought he would just stay in USA with us. I was bringing him under visitor visa for my graduation celebration.

Any suggestion?

Apply again, with better document. Show your dad stronger tie with Nepal financially or other family members. Sometime you have to try again and again to get the visa. It is how the system works.

Key is to show the strong ties between your dad and Nepal.  You mentioned he is retired.  That could be the hurdle because one of the main ties a person has to the land is his/her job.  So if that can be resolved, he stands a better chance.  In addition, do you have siblings?  If they are young and still live in Nepal, that could be a plus.

Admirier,

There is no proper logic behind the rejection. Only thing your dad can do is to try again.  Who knows next time the consular may not even ask a question and grant a visa. It has happend to many. As long as your dad has proper document it is just a matter of time.

well may be finaincial documents were not storong enought....

Or u wanna send strong invitation letter + recommendation letter from your professor. That might help. As well letter from international center mentioning you have not filed for OPT and u do not intend to work in ur opt. Insteas u intend to go back to Nepal. Once they get the VISA, u can apply for OPT.
